History of NFRDCT:
In 2015, Patrick J. Costello, a presenter specializing in ASL and cultural topics, recognized the need for specialized training for first responders. During his first training session with a fire department—conducted with the aid of a sign language interpreter—Patrick saw firsthand the enthusiasm of participants. However, he quickly realized that the training was not entirely effective. Many first responders asked job-specific questions that extended beyond his personal experience. This realization led Patrick to seek collaboration with a first responder who could provide additional expertise.
Around the same time, Patrick connected with first responders who were members of the Deaf community. They were thrilled to see this training being developed, recognizing its importance for their colleagues. Patrick continues to seek additional first responder professionals who can contribute their expertise to the training.
With expertise spanning cultural awareness, emergency medical services, and law enforcement, the National First Responders Deaf Consulting Team (NFRDCT) was officially established. Today, NFRDCT provides specialized training to first responders nationwide, ensuring that emergency personnel have the knowledge and skills necessary to effectively serve diverse communities.

Deaf Presenter
Patrick J. Costello (PC) is the founder of the National First Responders Deaf Consulting Team, which provides Deaf Culture training for first responders and essential workers. He has twenty-three years of experience in Deaf culture and Deaf education, along with degrees in Business, Deaf Education, and Change Leadership in Education. A passionate historian, PC has presented on Deaf history, ASL linguistics, historical events and ASL tutoring. He is also the founder of PC’s ASL Time Travel, a historical tour business offering ASL-guided tours in Boston and Martha’s Vineyard.
Growing up, Patrick often saw first responders stop at his Dad’s business. He wished he could communicate with them; but, since the first responders knew no sign language, their interactions were limited. This experience stayed with him and inspires his work today to build communication and understanding between first responders and the Deaf community. Today, Patrick has deep personal connections with first responders—his daughter is a 911 operator and a certified Firefighter & EMT, his son is a 911 operator and working towards becoming a police officer, and his cousin’s, brother-in-law, nephew’s, and friends all serve their communities in law enforcement.
Above all, the most important thing to Patrick is his devotion to his family. He lives in Massachusetts with his wife and adult children.
